About GAD

ABOUT:

In accordance with Republic Act 7192 (Women in Development and Nation-Building Act) that promotes the integration of women as full and equal partners of men in development and nation building and in the Philippine Plan for Gender-Responsive Development (PPGD) 1995-2025, all departments including their attached agencies, offices, bureaus, agencies, government-owned and controlled corporations and other instrumentalities, shall formulate a Gender Awareness and Development (GAD) plan, designed to ensure that women benefit equally and participate directly in the development programs and projects to further empower women and address gender issues. The Philippines is one of the countries with this gender equality provision in its Constitution. Section 14, Article 2 of the Philippine Constitution states that “it recognizes the role of women in nation building and shall ensure the fundamental equality before the law of women and men.” In addition, Gender and Development falls under the Republic Act No. 9710 (Magna Carta of Women). This states that the development process and perspective is participatory, empowering, equitable, and sustainable. It seeks to achieve gender equality as a fundamental value that should be reflected in development choices. Under Magna Carta, women are active agents of development. Other noteworthy laws and policies promoting gender equality are the Anti-Sexual Harassment Act (RA 7877), the Anti-Trafficking in Persons Act (RA 9208), the Anti-Violence against Women and their Children Act (RA 9262), and laws on Rape (RA 8353 and RA 8505). The Gender Awareness and Development (GAD) approach is essential to continue the advocacy for women’s rights in government and non-government organizations, as well as national and local government leaders who adhere to these commitments. This formula is tried and tested, which means that any effort towards sustainable development initiatives requires the full participation of women at all levels of policy making and implementation.

GENDER AND DEVELOPMENT (GAD)

PCSDS GAD Vision:
Palawan Council for Sustainable Development Staff (PCSDS), an organization that values gender as an integral part of sustainable development in Palawan.

PCSDS GAD Mission:
Facilitate gender awareness and development that affects positive change for indigenous, vulnerable and marginalized communities in Palawan.

PCSDS GOALS

GAD Goal 1:

Improve participation of women in consultation processes, in community
organizations and in decision making bodies towards the sustainable management of the country’s natural resources, particularly in the management of ECAN system and in the implementation of other PCSD mandates
.

GAD Goal 2:

Innovation promoted and knowledge and awareness on ecosystem management in relation to gender and development stimulated.

GAD Goal 3:

To enhance gender mainstreaming in policies, plans and programs as well as the
knowledge management system of GAD and institutionalized GAD mechanisms of PCSD
services.

GAD Goal 4:

Equity in access or resources and the benefits derived from them fostered.

The Gender and Development Learning Materials section offers resources on gender issues and development, including gender equality, women empowerment, and strategies for inclusive development. These materials feature PowerPoint presentations and pamphlets, alongside guides and other educational tools.
